I think my govenor is not responding as quickly as it used to. Without diving into my books (still in boxes from moving) can anyone provide me with a suggestion or 2 that may help decrease hesitation (boggs down a bit under load) before govenor kicks in?

The first place to check is the thrust bearing and sleeve. The spring would be the next thing. All points between the spring and the flyweights are what work to maintain a constant engine rpm. I found one of the shafts that the weights pivot on loose on my H governor. It had to be re-staked so the weight would pivot right. I also found the pin that engages the throttle shaft at the carburetor to be nearly rusted away. It had to be built back up to have a nice fit. There are a LOT of pivot points in this design which can collectively add up to poor response from excessive slop. Check the whole setup first so you don't have to take it apart and reassemble it too many times.
