Leak under steering box -300 Utillity

Does the sheetmetal plate under the steering gear box need a gasket? I had oil leaking out under the box last summer but was probably because I had (4) sheared off bolts and (2) stripped bolts on the steering box. I was wondering if I need to take it off and put a gasket under it or will it seal up when I bolt the box back down with new bolts?

Hopefully new bolts being tight will fix the leak, there are 2 gaskets under the gear box, small adapter plate bolted to center of bigger cover for top of clutch housing.
