H Carb Bench test ok leaks on tractor

My 47 H X1 engine tractor's tank was rusty in patches, mainly where the hold down bolts are attached an I always had crud in the stainer and the carb would foul up and not work properly. So I figured it was time to solve all my fuel problems. I had the tank dipped and stripped and relined with tank sealer. Got a Tisco carb kit and soaked and cleaned the carb replaced the guts of it and put it on the tractor. Leaks like a sieve. Took it off rechecked float height and needle and seat measured old needle and found it was shorter than origanl so I replaced it with the old needle and seat. To check that everything was ok, I put it all back together and attached a lenghth of fuel hose and used a cow syringe to push paint thinner thru the carb. The carb float assembly and needle and seat would hold back the pressure and not leak. Dumped thinner and put carb back on tractor. Leaks like a spring rain. My float assembly bracket and pin holds ok, the float is free to move the float is good. I'm at a loss as what to do next. Any suggestion would be appreciated. I checked in the archives and found out the the Tisco needles are shorter thats why I went

This sounds like a good case of a bad float. One thing you say you haven't done is check the float for a pin hole or crack. Pull carb apart and shake float near your ear. There should be no fluid of in sort sloshing around inside. If not comfortable warm some water drop float in and see if it floats.

Only other thing could be is you measurement is off double check again.
