Farmall H Stumbling

I have a 1942 farmall h with a fresh rebuild. When you let out the clutch the motor stumbles then picks back up, also if you are using the brakes to turn it really bogs down more than it should. Could it be a carb. or gov. adjustment? Any other ideas? Thanks!

Might be the govenor if everything else is right, but I'd check the ignition timing and gaps first, then start fussing with the carb. Sounds like it might be running too lean. Does it do the same after it warms up and at all RPMs?

Yes it does do the same thing after it warms up and at all rpm's. The carb was also rebuilt and both screws were set at 1 and a half turns out. i checked timing and regapped plugs. thanks

Just turning the screws out doesn't make it right. You have to adjust them while it is running to make it run right. The idle air screw should be set just so it doesn't smoke at idle - in is richer and out is leaner.

The screw at the bottom of the carb is high speed, set that with engine at full throttle, turn it out until the engine starts to smoke, then turn it back in until the smoke stops. In is leaner and out is richer.

I would work on carb settings now before anything else.

Sounds like governor at the moment. How did it react prior to the rebuild?

I'm not sure what the governor was like before the rebuild because this was my grandfather's tractor and it has not ran in about 25 years. Do you think this could be just an adjustment or do you think parts will need to be replaced? i do i determine if the problem is coming from the governor? Any help would be appreciated. Thanks!
