I just recently rebuilt motor and carb. on my H and when it is running it has a slight popping sound from the exhaust. I thought carb. needed adjusted but when I turn the needles they don't make a difference. Also when you let out clutch motor boggs a little bit then picks back up also does this if using brakes to turn. This happens at any RPM. I was thinking maybe sucking air around manifold? Could this cause this? Thanks!

I think after a rebuild and some run time, it would be good to go back in and check the valve lash...that can cause popping because the valves can open prematurely if there isn't enough clearance.

bogging down when turning hard is just natural, i think

You could have a leak around manifolds. I would probably pull valve cover and recheck my valve settings first. You might also want to recheck timing.

A real quick way to check manifolds for leaks is to get some carb cleaner. Squirt a little cleaner around the flange of the manifold. If you detect a slight change in the way the engine is running, you've found a leak. On tractors, it will be a more subtle change than on cars, so you need to listen pretty carefully.

Dan, some propane( from an unlit torch ) directed around the manifold will cause the engine to smooth right out if there is a leak because the propane is sucked in and burns as a fuel, you can use acetylene for good results as well. You can definitely tell by the sound of the engine. I'll remember that. That's a good tip for when I don't have carb cleaner handy.
