Farmall carb overhaul problem

I recently installed a rebuild kit in my super A carb(which happens to be a Carter 652). Anyway, the kit went in nicely and the tractor started just fine afterword but I noticed 2 problems.

1. Under load the governor revs then slows then revs repeatedly.
2. After shut down, the next day a puddle of fuel was on the floor beneath the tractor (dripped from the carb).

Any suggestions would be appreciated....
By the way, before I reinstalled the carb I tipped it to listen for the floats to drop and they did.....so I question whether they are sticking....

Sounds like you may have dirt in the neddle valve which is keeping the gas from flowing into the carb at full flow. This would cause the govener to surge because of the lack of fuel. Then when it is not running the dirt keeps the neddle valve from fully closing causing the over flow of fuel after some time passes.

Thanks for the tip. I will open up the carb remove the floats and so I can clean the needle valve. By the way, when I drained the carb this morning I noticed lots of fine grit. I guess the sediment bowl and the fuel line filter could not keep it all out. So I will buy a new filter too.
