'49 H Problem

I'm having a problem with my '49 H. It idles fine but when I put a load on it, it starts popping (Missing?) and will die. Sounds like too much or too little gas. I have replaced the manifold gaskets, put needle and seat in carb. and have tried adj. the timing as well as the carb. It is equiped with a IH distributor.
I can put my hand over the breather and it will slow the engine, when I do this it sucks air through the small hole in the bottom of the carb.
Also the top needle (Air) does not seem to do anything to the way the engine runs. It can be removed w/o killing the engine. Any ideas?

Bob, this sounds just like was happening to my Super M recently. I went through the carb, just knowing it wasn't getting enough gas. I could choke it and keep it running, but I couldn't get any speed or power. my neighbor came over and asked a simple question. Did I have a good flow of fuel from the gas tank? I took the sediment bowel off and turned the valve on to find two little trickles. We blew some air up through the valve, and now get a pencil size stream from the tank. There hadn't been much trash in the bowl before, so I never thought about restrictions in the tank valve.

If I had only one chance to correct the problem, I would start by checking fuel flow to and through the carburetor. If flow is good, I would clean the carburetor and re-adjust the needle valves and be sure the float is not too low.
