Found this at a juck shop. It has a crank and eight gears. Tag says it is a blade sharpener. I'am not sure. Looks like something to wind up a belt? It has a clamp that looks like it would fit on a roung pipe. A spindle that has small teeth and moves up and down as it turns. Casting numbers P124,p120,p130,pb-111,pa-113,p109
Marked McCormick-Deering and has numerous little IH marks. Ain't red stuff great!

Mower knife sharpener. I have 2 of them, one is IH, the other one is marked like yours. You should have a stone on it. You could clamp it to the wheel of your mower while in the field, sharpen your cutter knives, and keep on moweing. Yes, RED STUFF is great. "RED POWER RULES"

When you say sharpen the blades, are you referring to sharpening the mower sections??
