Sticky Govenor and carb leaking super C

I have a '51 super C while discing my pasture it acted like it was chokeing out on a hill, I moved the rod that goes from gov to carb back and forth and stared to run better had ot do that a couple of times lube both ends seems to correct to problem, is there something that I should look for during mantaince? and also the carb if I don't watch it like I should will start leaking gas all over the side, thanks for any help on this

Those needle bearings and shaft inside the governor housing are notorious for rusting after 50 years. I'd check that out too.

Sounds like the carburetor needs a good cleaning, possible needle & seat replacement, and then carefully check the float to see if it has a hole causing it to ride lower and allow a high fuel level.
