What is the lift-all unit for? Will it make things go up and down? like a mower or blade?

Brad,
The lift-all was an early version of hydraulics on the letter series like your M. It's main use was for lifting implements like cultivators and had a built in delay so you could raise the front gangs of the cultivator first, then drive forward to just before the end rows and then pull the handle some more and the rear portion of the cultivator would lift. After you turned around and lined up with the next rows you pushed the actuator rod in part way to drop the front gangs, drove forward clearing the end rows and then push the rod in all the way and there rears fell. This was a one way system used to raise only. Gravity took care of dropping everything that was raised by the lift-all. To get this system to work, your foot had to be off the clutch as the lift-all was basically driveshaft driven.

Aftermarket/IH improvements soon came along and added the two-way hydraulic features and later even the live systems were developed.//FB

Yes ,it will lift implements and drop them, but it has no down pressure..... .
