Oil leak

I have what appears to be an oil leak between the governor housing and the engine block. My question is, can i pull off that governor housing without pulling off the front cover of the engine? Another question, is there a seal of any type that goes over the governor arm thats between the block and the governor housing? Any help is greatly appreciated.

Ben,
If it's an H the governor housing comes off by itself with 3 or 4 screws; you don't have to pull off the front cover. The gov house gasket part number is 45685D and can be bought through the Little Red Tractor Company or Case-IH (they might have an updated number). The gov throttle shaft has a seal, part number 362 201 R91 (on the carb end); I've never replaced this, so someone else might have more info.
