Herzog, a contractor we use on BNSF uses these things a lot. They have a winch system on/in the bucket, that pulls them along the car tops, they can travel from car to car to unload gravel, ties, etc.

I couldn't believe all the commotion about this one! When I worked as a Construction Inspector for the state of Kansas, I'd run into this almost every week (more if I was on a project in a more "remote" area of the state). I assure you - the operator is not a lunatic! He knows EXACTLY what he's upto!
