450LP Over-rich on Starting

I open the vapor valve to start my newly-acquired 450LP and can see fuel vapor being pumped out the muffler as I'm cranking the starter. I close the valve and can get it to fire, but there's not enough residual fuel in the line to keep it running long enough to re-open the vapor valve. Is the diaphram in the regulator not working properly? I've tried various throttle settings (wide open to let in more air), but haven't found the right combination yet. My wife has to pull me with her MM U to start it and I'm a little frustrated. Anyone with LP tractor experience got any ideas? Thanks.

Not overly smart on LP but how cold is it where you are? We had a tender truck on LP and had to plug it in below 20 degrees or fuel wouldn't vaporize.

I live in East Texas. Temps are around 40-60 degrees.
