RPMs start at 1300 low idle and rev up to 2100 at full throtle. Took off linkage from carb to governor and screwed in low idle bottomed out and still runs at 1200 rpm. Rebuilt carb prior to this, fixed distributor per Bob M and have advance/retard for800rpms. How do I get these rpm down? Did I mess up the carb rebuild, a governor rebuild in the works,or something simple? Where can I buy a rebuilt carb and or governor, I'm at that point now. I've gone through the archives. Any help will be greatly appreciated. THX BC

Bill - Sounds like the carb throttle butterfly plate is assembled wrong on the throttle shaft - so cannot shut all the way. Suggest pull the carb off and have a look down at the throttle plate. If there is any kind of visible gap anywhere around the edge of the plate and the throttle bore when the throttle's fully closed, you've found your problem.

The other possibility is there's bad vacuum leak someplace (carb flange or manifold to block gasket).

Bob, Thanks again you are most probably right as it acts more like a stationery engine than tractor. The specs say 425 to 2300 rpms. I'll reverse throttle valve plate. I don't have the Patience Of Job but am working on it at 61. BC
