International Cub throttle problems

my tractor runs fine when its at ide or 1-2 clicks over on the throttle but when i raise it up in any gear it sputters an boggs. It dosent die unless its in 3rd but its struggles to get gas. i believe there is a tear in the gasket in the bac of the carb. could the possibly torn carb. gasket cause this fuel difiency?

OK,if you are sure that your getting plenty of good clean fuel, then I would check to see that th vent in the gas cap is clear, so that you are not creating a vacuum and starving for fuel that way. If that is all good, it's time to check the governor.

There is a brass jet on the side of the carb. Pull it out and clean it. Start working from there back to the tank. Next, pull the gas line off at the carb and open the gas. You should have a good steady stream. Check the screen in the carb inlet and the fuel bowl. Also check that the tank is clean. Sounds like she is starved for fuel.

i tryed all of that and the fuel bowl is always full of fuel not empty or half full

The sediment bowl is always going to be full. Fuel feeds from the top of it.

I would try turning up the idle screw and the high end screw just a little to see if that makes a difference. Sometimes i've noticed that this does help.
