454 international hydraulic problem

hi
i purchased the tractor this fall. it had the problem when i puchased it. the problem is at an idle the hydraulics don't work steering is slow the 3 point is slow and the brakes don't work. when above half throttle the steering and 3 point seems to work but the brakes don't work very well. the fella the i bought the tractor from says he replaced the pump, fluid, filter, and some valves in the multi control valve unit.
it didn't seem to have much affect on it. i didn't want to cover the same ground he did maybe someone could shed some light on my problem?

Hi, check for a flow divider valve stuck. Remove the thick plug under the hydrolic filter.If the spool is not free in the hole, sand with fine emery cloth. If the steering is slow it don't have enough oil flow for the brake. May be the transfert pump screen is clogged by brake dirt. Bernard le mécano

Steering should get flow if nothing else does, so it sounds pump related.I've seen where brake material clogs suction screens and drain passages in baffles. New pumps pick up the fibers or starve for oil and act like the old pump. Might crack pressure line and see if oil is milky with air.

Bill: If you take a sample of transmission-hydraulic oil from this tractor, what does it look like? My first reaction after reading your description is pump is not putting out much volume. There could be other factors, but I rather doubt it as your description incicates all hydraulic function is reduced by the problem. To me that points finger directly at the pump.
