Yep, back it up on to a steep hill so the tractor is facing downwards. All the oil will run to the front, and you can do whatever you want to the PTO unit.

I also agree that you should just get a complete unit. The entire unit must be removed and disassembled to replace that lever anyway. There's no way to do it from the outside.

If you don't want to drain out the oil, back onto a hill or trailer. Leaving the back of the tractor upwards, causing the oil to flow towards the front. Be sure to lock BOTH brakes, leave shifter in 1st gear or reverse and block BOTH back wheels to prevent the tractor from rolling away. Remember safety first.

well, I have replaced the pto dust seals off a farmall M before. No big deal. I know you don't want to, but drain the 13 gallons out. Remove the assembly, and tear that guy out, probably not that big a deal to remove. And heck, just install a new complete assembly, cause just purchasing that portion, some fella is going to have to tear it out, just like you need to. Probably no more than 20$ from a salvage yard.
