To set the air idle adjustment,First you need to set the load jet first.Turn your air in all the way then make one full turn out .Start the tractor set the throttle at full speed start turning the load jet in slowly till the motor starts to cut out then turn back out slowly till motor smooths out then turn out a quarter of a turn more then stop.Bring motor back to a idle run the air jet in till idle gets ruff then start turning back out slowly till motor smooths out then you got it.You need to check your float level first it sounds like you my be getting to much gas .

I agree with Rick. Check float level and needle valve condition first. The float should shut the fuel off when the float is level with the bottom of the carb when the float chamber is removed from the carb. If possible, adjust the hi-speed or main jet while operating the tractor under a load. Pull an implement, stop and make a small adjustment, pull the implement, readjust the carb, note the performance of the engine, I'am sure that you get the procedure.
