In Nov 2006, bought a 1466. Guy I bought it from provided 2 new 4EH batteries. When I received the tractor, I pulled the batteries and put them on the wood work bench while the tractor is being restored.

I"ve connected the batteries in series to charge them with a 12 volt charger. Have noticed that when they sit not being charged for 30ish days, that when I plug them in they seem to require a decent amount of charge to get them to full.

Asking...is this normal or perhaps are these batteries failing? I"m suspecting they are failing even though I"m keeping them trickled charge periodically. Thoughts?

It depends, if the good amount is an hour at 8 amps, one of them may be bad (new batteries can be bad).
If just an hour at 3-4 amps, I would try them to see if they spin it. Batteries do self discharge.
If they have individual cell caps, use a hydrometer to check each cell, 1175 specific gravity is charged. If one or more cells are different, they may be new to you, but they may have been on the shelf for years. A battery supplier (of the brand) will have date codes. JimN
