I'm not sure I completely get the picture... You have two (2) levers, one for the belly pump, and one above that one? All I can figure is you must have the "two-way" valve or "christmas tree" plumbing that was sometimes installed above the fill port on the belly pump to operate 2-way cylinders. Those aren't rare, but they aren't all that common, either! The lever arm on the right side of the main frame casting of the tractor, directly below the fill port, is the actuating lever for the belly pump. It should be all the way FORWARD when the pump is NOT developing pressure. There is a control rod which hooks to that lever and comes back to the operator along side the ammeter box. When that rod is pulled, the lever is moved to the rear position, causing the pump to send oil to the three pressure ports (1 on the right, 2 on the left side) which operate the attached equipment. If you are getting a noticeable growl from the belly pump, and you have checked the oil level, I'd suggest you drop that pump for a checkup. If you are just incredibly lucky, the drive coupler will be the type that lets you pull a cotter pin and a square key to disconnect the drive without dropping the pump. Remove the access plate on the bottom, and see what's going on up there. If you decide to drop that pump, it's pretty straightforward, but may be heavier than you expect. Get some help, and don't let it land on you!
