10% or 20% over what? Rated or factory no-load speed?

When the rules (or the insurance) say 10% over-what does that mean? Example: 880 Oliver Rated speed 1725 RPM + 10% = 1897 RPM. Factory no load speed 1800 RPM + 10% = 1980 RPM. Almost 100 RPM difference. Thanks.

Rpm rules vary, if you beat the rule makers then they will make a special rpm for your tractor so they can beat you

Most places it is 10% over factory no load speed.
