NATPA rule question

I'm not a member of NATPA or will I be if this new rule stands. They just reclassified the Cockshutt 30 with a 77 Oliver! What are they thinking?! A 32 corrected hp tractor can't pull under 4000#! Boy someone is scared of these tractors. The super 77 is rated 43 corrected hp.
We all know that there is alot that can be done to these tractors. But with out deep pockets or your own machine shop there isn't alot to do on the 153 ci Buda. The WC Allis can use D-17 engines and run 3500#. The H and super H can pull in 3500# and you can get hot parts all over for them. The 66 and super 66 pull 3500#, hot olley parts around to. JD B can run power blocks and run in 3250# then jump up to 3500# and win. I can see why they would classify the 30 as a 3500# tractor but not 4000#.My 2 cents.
