40 crawler steering question need help!!

I have a 40 crawler, when you pull back on one of the levers dosnt matter which one the machine just stops. What is the problem? thanks alot

It sounds like the mc that I just fixed. The turn clutches are in need of repair. The turn clutch plates have rusted together. If you are careful,
you may be able to take them apart carefully enough to save them. If you need clutch or turn clutch parts for any of these old deere crawlers,
