Rich or lean

I have an 88 Oliver that gets condensation on the neck of carb leading into the intake manifold. Does this indicate a lean or rich mixture or something else?

The fuel is vaporizing as it goes through the carb/manifold. Evaporation has a cooling effect which causes the condensation and sometimes ice on your carb and manifold.

The condensation is caused by that area of the carb being cooler than the ambient air temp, which allows the moisture in the air to condense on the outside of the carb. It's cooler because of the low-pressure present in the inside of the carb in that area, which has to be present for a carburetor to work. I'm assuming that you're running in some fairly hot and humid conditions. The condensation you speak of is what happens before "carb icing", which can affect performance or stop the engine altogether. But, as long as it continues to run good with the condensation on it, you shouldn't have any problems.

The condensation on the outside will not bother anything!! Condensation inside with icing can cause problems (primarily on airplanes with piston engines) that is why they have provisions to add manifold/carb heat.

Stick your finger in gasoline and then hold it in the air or blow on it. Feel the cool. Well the engine is intaking so much fuel it results in a lot of cool causing the air to condense on the cool area of the carb.

My 3020 JD has provisions to run a hotter mainfold for winter operation to prevent icing.
