How far can a 226 ci cont engine be bored beyound the standard .060 over?

Some blocks can go to 3.438 (37/16) to make the 244/245 cu.in. When I was working at Continental here in Muskegon the rough blocks were made into both 227 and 245 bore sizes. Older blocks however must be inspected as well as possible to determine whether there is sufficient wall thickness to turn a 226 into a 244, if you are going to do it you should have minimum of .120" cross-sectional wall thickness to operate with after the bore is enlarged.

While I understand your desire to improve the performance of your tractor. The flathead does not have the breathing necessary for the increase in the ci of the bore and stroke you want to effect. 101's are more of a rpm situation instead of a low speed torque engine. Get your rules changed so you can speed it up.
