JD B rebuild question

I have a JD 35 B that I have gone thru, rebuilt the head, sleeved the block, new rings and etc. Put it all together and it started and ran good. After about 1 hour run time I noticed some oil on the #2 plug. Tore into it and found that both of the oil rings were broken. When I installed these I put them in beveled edge toward the crank. Have any idea what would cause this problem? I am going to order new rings and try again. Any ideas or tips would be appreciated. I am new to this and really want to do it right. I think the problem may be with the sleeves, these sleeves don't go all the way to the bottom of the cylinder, they stop about 1/8" from the bottom where there is a ledge with a seam. It appears to be pretty smooth but you can feel a little ledge there, should I hone this seam some more? I notice than when the piston is in the BDC position that the oil ring appears to be about 1/2 way out of the cylinder, is this as it should be? Thanks

bguy..sounds like the sleeve is not long enough..if your machinist won't fix it or you don't want to tear down get another rod and cut the wrist pin end off and cut your rod and weld to get about 1/4 inch longer rod.. more if you want higher compression..take the other rod and use the wrist pin end to get the second rod the same length..this will extend the ring up into the cylinder..lynn
