According to my I-H fact book only the 450 LP tractors had the 450 LP head. The 400 LP would likely have the 400-450 gas head 362174. The combustion chamber runs about 180 ccs on the gas head and 140 on the LP. Either one will bolt on your M. The breather fitting at the rear of the head is missing on the 400-450s. They vented through the valve cover. A good upgrade for an M especially if your's still has a kerosene head.
