I have some 1/2 X 4 kaiser 6061-T6511 alum can I heat and bend it at a 90 degree angle or will it have to be cut and weld.thanks

You will need to cut & weld the bracket. If you heat and bend tne aluminum you will take the temper out and will be weak.

If you weld it, you will also compromise the heat treatment, the only proper way to fabricate aluminum for maximum strength is to anneal and re-heat treat when fabrication is complete.
