4010 Question on increasing Horsepower???

I want to raise the horsepower on my 4010 diesel, which has the 4020 kit in it. All the tractor will be used for is tractorpulling. I have had the injection pump spruced up by a diesel injection service and thats all thats been done so far. It will dyno 93 horsepower. My question is what can I do to increase the horsepower, it will make a cloud of black smoke when it gets working. Would it help if I put bigger fuel lines on and different injectors, it has the cast injectors on right now, would it help to have a different cam and some porting on the cylinder head? I want to get the most out of the tractor horsepower wise without a turbo, because some of the places I pull won't allow a turbo. Any suggestions would be appreciated.

Just 9500,10500 none turbo class farm pulls.Cam and porting has to help.

What RPM's are you allowed?
Any speed limits?

Usually allowed up to 3000 rpm's, some 10% over. Speed limit is usually 5 mph, with some pull having an open speed limit.

Put 466 pistons in it and later model head.
