make sure your idle adjustment screw is turned in far enough to make good contact, set it tight enough for a fast idle and try that.Sometimes if it is out to far the butterfly can get to bouncing just like a governor bouncing

if you mean surging as rpm bounce, if you put it under a good load, it should calm itself, it wont hurt anything so if it does it don't worry. if your really worried about it, get rid of the spring and replace it with a piece of chain, not sure of the size chain though!that should alleviate the "surges"...

Find the governor weights from a IH C-200 gas engine. They were used in power units, and air compressors and some IH tractors. They are lighter weights and will let you run the rpm where ever you set it to and not surge. It changed my 460 so much, I had to change the timing and carb settings again, and ran alot better. Alot more responcive, and you can get high rpms out of it easier. If you can get the whole housing and governor, you will see its a single arm governor, you can hook the throttle linkage up with a litle fabrication. Most of the old 460-560 governors are shot, the roller bearing gets loose. You also could grind some material off your governor weights and do the same, but you will have to readjust all of your throttle linkages. ChadS
