Governor Question

I have an unstyled A stock puller that surges while running UNLESS it is under a load, be that as it may, I can't set the RPMs. By process of elimination, I really don't think its the carb, lack of fire etc. It does have a mag (for now), that is firing like it should,,, so that leaves me thinking it is the governor. What will I be looking at when I take off the gov plate opposite side of the mag? Are there any tricks to it? From what I've been told, the weights could need cleaning as they might be sticking?? Or worse, a gear or something else needs replacing. Any info will be greatly appreciated.

I agree with Joshin Around. Get a manual and go through the full governor/throttle linkage/carburetor adjustment procedure before tearing into the governor itself.

To remove the governor shaft,first remove the cover from the left side of the case. Then loosen the set screw in the governer arm so you can rotate the fork and shaft outwards far enough to permit removel of the main shaft-gear-weight assembly. The weights have to be in vertical position to facilitate removel of shaft.Carefully rotate flywheel until they're in this position. Carefully inspect the thrust bearing ,weight pivots, and the ball thrust bearing on the magneto drive end. Also check the fit of the outer race of this bearing in the governer case bore, most of these bores are very worn from the bearing spinning in the case. This will impair governer action and can throw the ignition timeing off enough to make the tractor idle poorly and the tractor may tend to race at high idle. The best fix for this is to have the governor case rebuilt using a bronze bushing.JD part #F152R cut to 5/8 width works for this. You will have to ream the case bore to 2.247, and the ID of bushing to 2.080. To replace bearings on the shaft, you will need special pullers and a press. Your dealers shop should be equipped for this job. Don't forget to remove the magneto before you reinstall the governor shaft.

Sounds like maybe the carb. If the throttle rod is wore out inside the carb it can make the governers surge or like you said it may be a worn out gear inside the governer/distributor housing. If you get an "I-T" shop manual it may tell you the proper clearances for the gears inside that housing. It may even tell you how to fix the problem there in the book. I have an Allis "I-T" shop manual it shows all those clearances in my book John Deeres manual is prolly the same way.
