I am no puller or expert but will share what I have learned here. It could be a number of things. How far out is your high speed screw. I run about 5 turns on my SMTA. Governor spring makes a difference but mostly to hold the RPMstry a new spring from IH or go to the hardware store and find one that is a bit stiffer. Governor needs to be adjusted per the book as far as linkages. Inside the governor is a screw for high rpms and one for idle. Perhaps yours is in too far and so you are not getting enough movement. Linkage makes a difference from the throttle handle to governor. Make sure you have full flow of fuel from the fuel tank to the carb, that will also make a big difference. When you get all the gas stuff right, make sure the points are set right then play with distributor timeing.
