826's any good for a warmer farm?

Ih 826, TA delete, 358 German diesil, no turbo, flat top fenders, had fast hitch, Stripped basicly,,, but still has the pto and the hyd in it. How light can I get it, with pressed steel, 18.4 X 34 or 20.8X 38 cut, and a narrow front end? Can a german diesil be built up with a big ol turbo and keep the bottom end in it? say,, 3000 rpm max? 5500# possible? We have a local 4H fair pull that I want to build a tractor for. Yeah, I know a 414-466 is whats hot, thinking of more farm stock, but really turned up for pulling. really thinking of smaller rear tires,,, 18.4X34 super all tracs on 20 inch rim, (new but 3 years old, not cut but might be! ) Can it be done for less than 10K$$$ ???? Tractor is in decent shape, good tin, was used as a mower tractor, and had a loader on it moved round bales for a living. Had a knock, Ive never heard it run. But Ive got it, and I already have a 856 in working clothes, hate to see this 826 sitting in the back 40. Gots to go faster man! But live for a season. No farm work, all play.
