I believe the site says it ends on the end of May

If I'm not mistake, that free gas cap deal has been going on for years and years. It's a safety issue, just like when Deere dealer techs were roaming the countryside putting starter-bypass shields on every Deere tractor they could find free of charge. Deere dealers still sell those kits for 1 cent.

This is what it says on the site:

After 5/31/2007 you will be able to purchase a replacement gas cap from your local CASE IH® parts distributor.

The statute of limitations must be up on a potential lawsuit, or a class-action suit has been settled. Either way, it comes down to CYA, not doing something out of the goodness of their hearts.

I was amazed that the cap exchange was still going on, I first remember it from the 70's. According the the local Case dealer it is to end soon, I think within the next year and I still see a few farmalls with the old cap occasionly.

I'm saying what I've heard from many others, don't believe they are all wrong.

I'm not super-familiar with the program(s) and don't know beans about the site you mentioned or who sponsors it, and I'm not disagreeing with your or your sources, it's just that those free gas caps have been around for years, and I doubt they're going away any time soon, because whoever is giving them away surely has a good reason for doing so. As I said, it's a safety issue, and likely it's being done by someone interested in avoiding liability and lawsuits if the original caps lead to a fire and injury or death - pretty much the exact same reason Deere does the starter guard thing. They'd rather fork over a couple million dollars up front to make the kits widely available for nothing and even install them for free than get sued for much more later when someone gets hurt or killed. I'm relatively sure my grandpa's old Farmall H has one of those free caps on it, and has for as long as I can remember. I wouldn't put much faith in them jacking up the price to $30.00 anytime soon, because it's highly unlikely anyone is going to drop $30.00 on a new gas cap when their old one has "worked fine" for however many years.

The free gas cap offer does end on the last day of may. It has gone on for years due to law suits. They do cost 30 dollars from the dealor. They will bring 20 on ebay now. I have got several new ones over the years , they come from the old IH company instead of Case IH. Every one I have gotton in the past has come from IH or International truck and Engine Co. Other wise known as Navistar.Case IH does not give them away they are 30 dollars there.
