I haven't taken my governor off yet. How much of the weights do I need to shave off to make it run 3500. How will this affect the idle speed? Any advice?

Safety first. OK? High rpm, flywheels, they make power and decent power at 2500-3000. Use a combine single arm governor housing, you have 2 choices on the weights,, either get a set from IH for a C-200 IH gas engine (4 cyl) Or grind about half the material off the stock 301 weights. Best to get new parts, you might find the roller bearing is going south, or the pins in the weights are worn out. A heavy spring hooked to the linkage to the governor arm with a turnbuckle can now set the rpm limit and still have a working governor. My 460 uses a dead man throttle, but the governor is pretty much what I described, if I want less, I lengthen the linkage at the turnbuckle, if I want to turn it up, shorten it. My idle gets affected when I try and go for over 3500 due to the linkage not allowing it to go back to full Idle, but the linkage going to the carb from the governor has an adjustment to compensate. All I do is run it in the 3000 rpm area, and the governor, and throttle works like stock. PS, better get ready to tune your carb in, cause its gonna change the settings quite a bit! ChadS
