The way to fix speed limit problem is to allow 10% over on RPM, low gear only, 16 inch high drawbar, and hook chain 20 inches high on front of sled. This will bring everyone down to the same equal level of mediocrity.

You still have one problem low gear is not the same in all tractors. Low gear in my Jd 620 is a lot slower then in my MM U.

That combination will result in a boring pull that will not provide an accurate pull.

With that said I will be the first to admit that there isn't a system that provides an unbiased, fair pull for everyone regardless of brand, color, or model. You will always have a click or group of folks that establish rules for "their colors", you will always have someone who dumps tons of money into their iron, you will always have equipment that is innaccurate (don't even say a laser), you will always have people that bend, break, stretch, modify, misunderstand, ignore, and/or forget the rules. So Mr. Winner I guess we are all SOL!

All that talk, I am itchin to go have some FUN.
