I am need of a belt drive governor that will operate between 900 to around 2200 rpm. I have one off of a Massey Harris combine (that I have not tried) but I was wondering if there might be something better out there.

If it is a Pearce governor, that is about the best belt drive unit out there. Most combine units were set up for a constant speed unit, but you can put an activation lever on it to use it as a variable speed. If you need a picture, send me an email and I can send one of my 101 Super gov.
