Id find a new canidate, and build it from that point. The bearings get loose and the pins in the weights get sloppy from wear. Once you get the parts or find another governor, here is what you can do to help give it some more snort.

You do need a stiffer tension governor spring. The stock spring, under a hard load,, the weights will actually overcome the spring tension and close the carb down faster, causing the engine to stall even faster. Stiffer spring, counter acts this effect and keeps the carb open. Another performance option is to grind down the weights,,, if ya look at em,, they have a casting flash line bout right inthe middle of the weight,, you can cut down to this point and no more. This will speed up the actual responce of the governor, combined with the heavier spring, can make a governor very responcive, better throttle responce and better power under a strong load, or pull. Grinding the weights, may require you to readjust the vertical linkage, it will run faster at idle with no adjustment,, cause the weights are no longer heavy enough to keep it closed,,, so a simple linkage adjustement will keep it from acting up.. Another thing to do is replace the springs in the distributors' mechanical advance. 90 percent of em I see are broke or stuck,,, so this is an area that needs attention,,, you can replace the heavy stock springs with a lighter set and pick up alot of throttle responce and a bit more lugging power, and it will help you dial in a more proper base timing setting. After all this is said and done, I know you will be into the carburator to increase the jet sizes,,,,, but, thats another discussion. Hope this helps. ChadS ChadS3@hotmail.com

You should be able to get your governor parts at your CaseIH dealer.
