JD A won't idle

I operate a tractor repair shop, but I rarely get the opportunity to work on a 2 cyl JD. I have an A that surges at idle. I have cleaned the idle passages in the carb and sprayed ether around the manifold to check for a vacuum leak but so far have found nothing. The tractor runs great at any speed above idle without being choked, but will only idle with the choke on. The carburetor has a new throttle shaft and bushings and I think the timing is ok. Any ideas? Thanks.

Tim, it kind of sounds like the first idle transfer hole is plugged. That hole is in the side of the throttle bore [inside the bore, & will be just on the manifold side of the closed throttle plate].
~You will probably have to pull the throttle plate to see it. There is a brass screw on the outside of the throttle bore almost directly across from it. ~There will 2 & even possibly 3 of those holes [1 on the intake side of the closed throttle plate & 1 or 2 on the venturi side of the closed throttle plate. If those holes are rusted shut they are very hard to see & find. ~Use a soft wire to clean them, if you change the hole size the carb will be hard to get to meter correctly at slow, off, & mid idle positions.
~If those holes are open make sure the idle system fuel entry hole in the bottom of the stem if fully open [again, if rusted shut it is hard to find]..... ....

I had the same problem on a JD G .The idle hole was plugged. Took the carb off half a dozen times until a friend told me what to look for.
