I clean off the oil and the rust and JB weld them on. I have a tractor that has been done for over 2500 hours and it hasn't come loose. The good thing about JB weld is if you want it off all you have to do is heat it up and it comes loose.

Temporary fix is to use shims-beer can or tin can material may work. Form it to fit around the spline and force the steering arm down over it. You can also grind off the top of the spindle if the arm goes down below the top of the spindle. Sooner than you want to, you'll have to get new parts. The spindle itself, without the axle, can be replaced. Need to grind off the weld on the bottom side and press the old spindle out of the axle assembly, install the new spindle and weld it in place. Same can be done if you break the spindle off. Cheaper repair than replacing the entire knee unit.
