Other than locating top dead center and eyeballing the rotor button on the magneto, is there a fool-proof way of preventing 180 degree out-of-time setting for this Hercules two-cyl? Or does it make any difference which cylinder is firing?

after finding compression stroke on #1 cylinder and lining up spark mark on flywheel with inspection hole install mag with rotor button pointing at approx 8:00 o clock mag should be starting to load the spring and when moved in timeing slot spring pressure should be evident. rotate mag housing untill in center of timeing slot and it should be in time enough to run. further adjustment with timeing light recommended

Hold your thumb (or any finger that fits) over the spark plug hole in the front of engine. Turn engine until #1 comes up on compression and the spark mark on flywheel lines up in inspection hole. Install mag with rotor facing away from engine, this will be #1 cylinder (front), remove rotor so you can see that the points are just opening, this is important and might require a shift one way or the other with the gear mesh. To check turn motor over and make sure impulse trips as the spark mark appears on the flywheel.
