Ok see what you guys think of this I cleaned the fuel filter as best I could, it was filthy.I'll try to get another one tomorrow.Got it started and it will run but sounds strange and the throttle response is very slow. The tractor sounds like a gas burner that has valve trouble, exhaust has a SPAT sound to it.And the tractor has no power.Any ideas on what to check next if a new filter doesn't do it?

Sounds like you have a dirty fuel injector I believe that Tom B and me have you on the right track, after you have done what he said get DIESEL FUEL injector cleaner ,caution dont get for gas injector!!! If that dont work and it has to be taken off the gears will need mating marks to keep timing right and you will need to take it to a good injector shop with equiptment to work on it, I believe I paid $108.00 to get mine cleaned and calibrated + o rings and gasket. good luck

A fuel injector or some kind of restriction in feul supply will cause the problems that you describe. I would get some one with experence to check it before I started working on it, always remember that if you tear into something that is working o.k. and change adjustments & ect. then you can add another problem and make it even harder to correct. Just like Alka Seltzer " put the fizz where the trouble is ".

Never worked on a diesel I've rebuilt some gas burners but never even touched a diesel what should I check first?

Brian, sounds like water or trash in fuel.Change fuel filter and be sure fuel in tank is clean. It may be something more serious, but this is where to start.Other possibilities are plugged air filter or muffler. If you have oil pressure and its not blowing water out you shouldn't have to dig too deep to find problem.Good Luck
