I tried starting the tractor the other day using jumper cables because it had been sitting for so long long. It was turning over fine and then it quit turning over. I need to know if the starter is locked up or if the battery needs replacing.

I checked the battery and it is okay. Is there a way to tell if the starter is locked up. If so should I back the bolts out a little and see if it works loose?

You can perhaps rock the tractor in gear, enough to free off the starter. We are presuming you have voltage at the starter motor terminals when energised? Your previous post was a little lacking in detail as to whether the battery leads were contacting adequately at both ends, voltages, whether the starter is in need of renewal, or any other detail which may help a diagnosis.
Be careful if you loosen bolts and operate the starter, as you might make things worse - like bending the armature shaft.
Don't know about yours, but some starters have a lug which can be spannered, to turn the bendix out of mesh (or check whether it is free or in mesh).

I replaced the battery and checked voltage at the soleniod where the positive cable from the battery connects. I have 13 volts at this point. When I attempt to start the tractor the voltage drops to 0. I disconnected the coil wire off of the soleniod and I could hear the soleniod click and the voltage stayed up like it should. I ohmed the coil wire to ground and it was a dead short. It is my conclusion that starter should be replaced. Can anyone confirm this conclusion or offer any help??

Sorry, can't confirm that on the information supplied. Sounds more like a poor connection somewhere - little current flowing. Check your battery voltage when the volts drop to zero. If it is still 12, suspect a connection problem. You don't say whether the starter is meshed or not - could still be jammed! Is it free?
Does the starter get hot VERY quickly? Does it sound loke it is trying to do something?
My diagnosis from 400miles on the information given is poor contct at one or more battery lead connections. Check and clean them all, as necessary, and then get back here with the results. I think your problem will be solved. If not tell us exacly the steps/checks taken and then you may have to spend money.

I tested the battery and it looks ok. Is there a way to tell if the starter is locked up and if so is there a way to free it up.
