engine idles ok but when throttling up sputters and dies unless you pull it back to idle or to a lower speed(unloaded). Had governor cover off and no obvious problems except spring is loose .

I agree with what the others have said, but want to add that the problem could be as simple as bad spark plugs. Could also be a weak ignition coil. Sounds like a good, general tune-up might be in order. I strongly doubt the problem has anything to do with the governor, but for optimum performance, you might want to replace that spring, it should have just a tiny bit of slack, only when the engine is at idle.

Check the bushings on the distributer drive shaft, that was bad on mine and it had similar problems. Also check for slop in the governer linkage.

Try pulling the choke out part way and see if you can increase the speed of the engine with the throttle. If the engine speed increases with the choke part way out, then you need to check the carburetor.

Another possibility is that the carb power screw is out too far, starving the engine for fuel.
