John Deer 60 Hard steering

Looking for some help. We have a 1953 John Deere 60 with manual steering. The steering is very stiff at all times. We have replaced the large thrust bearing and seals at the bottom of the pedastal, the steering is still stiff. We have 2 gaskets on the upper cover and it appears that there is enough clearance in the worm gear to the bevel gear.

What else would cause such hard steering?

Any tips or help is appreciated

Sounds like a metal clearance problem at the bottom of the pedastal. Take a side grinder to it.
