I've got a 2N Ford that's been doing that for years, about 1 time in 10. What I do is put the PTO in gear, tractor in neutral, and turn the PTO shaft a little with an adjustable wrench. I'm not splitting a tractor for something as easy to deal with as that.

Like said it usually engages or stops the same place many times and one way that might fix it is to heat and remove the ring gear and reinstalling it by rotating it some where it isn't always engaging the worn spots. Can also flop ring gear over but then you will have to rebevel all the teeth too which can be done easily with a hand grinder lightly on each tooth. Excessive flywheel end play, wear of starter drive and worn or loose starter mount can also affect it. Also running a 6V starter on 12V may make it spin faster than the bendix drive was designed for so it doesn't work well if worn some too either. Flywheel end play should be no more than .005-.010" yet still allows it to rotate freely.

Starter motor or flywheel ring gear is bad. Most probably one place on the ring gear is causing the starter not to engage.

A new starter bendix may solve the problem temporarily or perhaps permanently. May need the ring gear cleaning up to give a few more trouble-free years, or it might need both replacing to remove the fault.

The engine will tend to come to a halt (at turn-off) on a compression stroke and so that particular part of the ring gear is used more frequently. The two poppers probably suffer more from the problem you are experiencing as the ring gear will tend to stop in one of two places and because of the uneven firing interval and possible differences in cylinder condition (compression) they may be more likely to stop on one side, so that part of the ring gear wears more than the rest.

Regards, RAB

Take the starter off and inspect the ring gear in a safe manner for damaged teeth.
