Water in steering box

I have a International 434. I have water in the steering box...when it is very cold i cant steer it at all. When its warm it steers easily,,but the steering wheel turns about one full turn before the front wheels turn,,,Gees this is hard to operate like this.(this just happened last winter)...i was turning it hard just trying to move it and seems that after that the steering seems really loose!Its power steeing ,by the way. My questions are..is it hard to get the water out of the steering system?,and repair it?,,,and what happened to the steering,so that the steering wheel turns so much ,,just to turn the wheels?.did i break something ?.Thanks..Glen

Power steering.Steering is loose.....since the last freezup,,and i turned it hard to try to steer it...i can spin the wheel a full turn now to get the front tires to move,,,did i break something?...It always was tight before this.This is a 1967 434 Diesle.I was told that the steering gear is freezing,and has water in it,,for it steers easly in warm weather...but now the loosness is really a problem.
