New, if the ballast has a metallic mounting strap/bracket and it has a good mechanical bond to a hunk of iron, such can help dissipate heat as the relatively cooler iron serves as a heat sink. Regardless where you place it, Id use a good secure mount/bond for heat sinking purposes as opposed to letting it hang in air.

why not mount it on the coil where it belongs as lots of the coil mounting brackets have a place for them to mount.

They get real warm/hot at times. If its close to other wires it could cause problem. I find the best place to mount them is on some steel some place that way the steal helps disapate the heat sort of works like a heat sink

Might actually be good at boiling the condensation out of the gauges.

They can get warm. Most auto ballast resisters are mounted in the firewall. My dad put his under the hood by the headlights on his 9N.
