53 ih farmall h governor problem

i have recently bought this tractor at auction , apparently it hasnt run in 25 yrs as the old owner had no clue how to get it to idle. upon my stripping and cleaning parts ie tank fuel lines carburetor etc, i managed to egt it to fire up , it ran like a kitten as long as i had the choke pulled right all the way out,when i pushed the choke in tho it wanted to rev to the moon, it ran really nice with no noises or pops or smoke , except for the smoke from to much choking.ive never owned or worked on one before and was wondering if it was a governor problem and how to fix it.
the throttle lever does absolutly nothing , except move freeely.
any help would b appreiated , even a link on how to fix these things, i wasnt really planning on opening the red thing up without soem form of guidance

I had a Farmall 300 that did the same thing. Take the cover off the governor and check the spring and see if the throttle has any tension on that spring.Spray it all good with WD40and work it for a while. Clean all that hard grease out behind and under the governor and make sure the tube from the governor to the carb is fitted correctly.Wish I was there to help,it's a common problem with tractors that have been sitting a long time.

well i took the plate off, and even started it with it off, lotsa oil squirted in there , the spring really doesnt have much tension tho, i dont know if it is supposed to or not or what exactly all that stuff inside it do lol, i did squirt a buncha wd40 in there as well and well i still have the same problem

well i can move the throttle all i want but it doesnt affect anything at all.the lever moves but with the cover off and the engine running "via the choke" there is no movement inside the governor as i throttle up and down.. to me it looks like its frozen open. i tried to push on the non moving part as the motor was running but nothing inide moves " other than the spinny thing spinning . thinking i may have to get a mechanic out to loo at it as it just escapes me how governors are meant to work. its like a politician, just sits there pissing ya off lol
