I have an 8 and a 9N tractor. One is a parts tractor that has a rebuildable engine. The other has a welded block and is shot. Can the engines be swapped ?

yes, if you cruise thru the 928n forum you will see that swap was very common back in the day and farmers with a worn engine on one series would replace it with another series engine all the time, [ during and just after the war they may have had to use what they could get their hands on] but ite a easy swap
